Troop 158 Bylaws
Purpose:
The purpose of Troop 158 shall be to promote the principles of youth develop as established by the National Council of the Boy Scouts of America.
Requirements for Joining:
Troop 158 meets weekly on Thursdays at a District 84 School, on days when school is in session.
Monthly Merit Badge meetings will be held at the Franklin Park Community Center.
Uniform:
Scouts and Scout Leaders are expected to be properly uniformed at all Troop Meetings and Scout functions. A Scout uniform shall consist of Scout shirt with appropriate badges and ranks, and Scout neckerchief with slide. An activity uniform may be determined by the Scoutmaster for all outings. Official Scout pants, socks, belt, etc. are encouraged but not required.
Code of Conduct:
The Code of Conduct is the Scout Oath and the Scout Law. Discipline issues will be dealt with by the Scoutmaster and the Troop Committee.
Inappropriate behavior will not be tolerated. The following are some examples of inappropriate behavior (not intended to be all-inclusive):
· Disrespect for adults or other Scouts
· Offensive language or gestures
· Disrupting Troop functions
· Hazing or initiations
· Physically striking another Scout
Outings:
Parental permission must be secured before a Scout is permitted to attend an outing or leave the meeting site early. A permission slip must be signed or the Scout will be denied participation in that event. Any special outing, that has limited space, will have criteria for attendance. The Scouts will be informed in advance of the requirements for the event/outing.
For the driver who tows the Troop trailer, there will be a trailer reimbursement fee not to exceed $100 per outing. Each Scout will be charged a gas fee per outing. Each driver will be reimbursed that gas fee for each Scout driven to the outing.
Cancellation Policy for Outings: If the Scout cancels out on a campout prior to when the shopping for food is complete (generally the Tuesday or Wednesday before the campout), the Scout will receive a full refund in Scout Bucks. If the Scout cancels out on a campout after the shopping for food is complete, there will be a $5 charge and the remainder of the refund will be given as a voucher for future campouts. If there is a fee involved with the campout, that is non-refundable.
Fees:
Any boy joining Troop 158 as a brand new Scout will pay $55 ($15 for national registration and $40 for troop dues). Annual troop dues for returning members are $40. Bridging Webelos shall pay a $1 transfer fee and ½ year of dues ($20). Additionally Scouts who choose to receive the magazine “Boys Life” shall pay $12 for a 1 year subscription. Dues will be collected in September.
Fundraising:
The annual fundraising efforts provide substantially all of the Troop’s operating funds for the year. Therefore, each Scout is expected to participate in all fundraising efforts. Special fundraising activities may be deemed appropriate for special Troop outings. Portions of individual’s fundraising efforts will be awarded as Scout Bucks in the Scout’s name. These Bucks shall be used for high adventure and normal Troop outings, summer camp, and personal scout equipment. Any Bucks left at the end of the year will roll over into the next year as long as the Scout is still a member of the Troop. If a Scout shall leave the Troop, his Bucks will be forfeited.
Adult Volunteers:
When possible, each family is required to have at least one adult serve on the Troop Committee, act as a volunteer Leader, or help on a Troop activity or project.
Elections:
Troop elections shall be held at the discretion of the Scoutmaster. To be elected, a Scout must:
1. Hold rank specified by Scoutmaster
2. Be active in the Troop
Active in the Troop is defined as participation in 75% of troop functions. Failure to maintain this level of participation could be grounds for removal from elected office.
Board of Review:
A Board of Review shall be held when requested by the Scout. The Scout shall make this request to the Advancement Chairperson.
Program:
The annual troop program will be prepared by the Patrol Leader’s Council under the guidance of the Scoutmaster. The annual Troop program will be presented to the Troop Committee for final approval. After the annual planning conference, the Scoutmaster in conjunction with the Troop Committee shall prepare an annual budget.
Court of Honor:
Troop Courts of Honor will be held tri-annually. All Scouts earning awards and advancements during the previous 4 months will be recognized. Scouts earning merit badges will be presented with appropriate merit badge cards.
